Wow... In all the years we've been here, I've never seen them at the beach! The ponds around here are really low, or dried up in some cases. I wonder if that could be the reason?
I would of said they are Teals rather than Black bellied whistlers. Either way, I was surprised to see a pair of Teals on Lighthouse beach at Sanibel Island, three weekends in a row. It was a first for me too.

I thought they might be injured but after watching them for awhile, you could tell they were just there to feed. Very strange.

Yeah, yeah! They are Black-bellied Whistling Ducks! I've seen them at beaches before... they also like salt marshes.
